You can report him for banning you, or you can post an unban appeal.

First of all, It isn't accessible by Foot in Vk server. The video clearly shows that You are making video in any other server.
I tried according to you to access but can't In Vk's server.

Honey_Singh was at the place where a normal player can't access because he was actually under the mansion and nobody saw him but he was continuously shooting rockets at the ground floor of mansion and players was getting killed by him, So I started to investigate that from where these rockets came from and when I spectate Honey_singh, I found him under the mansion and continuously shooting rockets.

You clearly penetrated (which means got through) a wall to get to that location which means you're breaking the wall glitching rule by attempting to kill someone from that location when they and you are separated by a wall.

Basically unless you didn't went through a unsolid wall like the one in the hospital, you will be punished for wall glitching.
