we can but character will crouch for 1 or 2 sec before shooting thanks to vc, they think tommy is weak he cant use rpg while standing.
That's only in VC-MP, in normal Vice City you can aim and shoot an RPG while still standing.

Btw they might added that for anti abuse of rpg like quick switch etc.
Rocket glitching (fast switch with RPG after shooting) is still possible, it maybe was added to make it look realistic or have a new style to make it look unique.
