This is not dead evade. U have 5 secounds to kill him because every player when they use /gotoloc they will be freeze for 5 sec to teleport to another location.

he was doing it all the time by teleporting from locs to locs every single time you hitting him,

Read the rules correctly. Rule says, Whoever is trying to do a death evade via /goto or /gotoloc it's not a rule break. You have 3 seconds to kill him shot him with m60 he will die in a sec. As like this death evade via /heal is also not a rule break as the killer have 5 seconds to kill him. So the proof is not valid.
P.S: I suggest you to not spam via reporting every single player. Read rules correctly.
