What did he do? Describe please:F1 hacks.I shot him many times but he did not fall.As you can see in first video i was shooting him but he did not fall but when he shot me one time i fell down and same happened in the second video

In the 1st video it's lag and in the 2nd one your shot did not reach him.

Fallen was not use Hack at that time.
-According the #1 video:
It may consider as lag, or your aim wasn't reach him ( sec 1 -> sec 3 ) - Futher more, While you were shooting at Fallen, he was jumping ( turned back jump ).
-Following the #2 video :
Yes, your shoot didn't reach Fallen. and as my experience When you shoot a player, it will have blood-bleeding's effect, it maybe has some delay for blood-bleeding's effect
=> So. Fallen didn't use hack... But Be patient.. and wait for admin make their decision.
-According the #1 video:

1st video: He jumped when he saw you were about to shoot him, but in your screen that jump was delayed after the shot due to lag.
2nd video: First shot didn't reach him and he hit you before your 2nd shot fired.
