Add level 5(owner） in the prop cmds like /changepickuplevel , /setproptele ,/setpropcarscmd .etc.
For example: /setproptele 5
Then every normal player except the owner of the prop can't use tele commands in the prop.

-1 you can easily give everyone lvl 3 as lvl 3 gives all cmds to use but it's choice of owner to make a lvl 4
