[Denied] Special message in game

I think that there should be a command which send a special message(SM) to a specific player in game. A balloon should pop up to the specific player. He can mute or unmute him anytime from SM. Sometimes, I also face the problem that I wanted to talk to a player in game. I type again and again his name in the chat box but do not receive any attention from him. It would attract them to see the chat box and they could have a talk. What do you think about it

It's a good suggestion and very useful, but the problem is coming up with´a creative way to do it that is also useful. Added to my list.
