May I know, How often does he spam?
According to the rules:
Spamming by repeating a message or by flooding the chat with messages, is not allowed. Anyone that is caught spamming frequently should be warned, kicked or temp-banned, depending on how serious the spamming is.
He doesn't spam frequently, If he does then post evidences to prove him as a spammer.
He spammed for like 3 times in a row? And That's not enough an evidence to get someone warned unless someone does it frequently.
I'll let high level admins to deal with this report. I'll Abide by their judgement.

There is thing call tolerance and mute on spam :3
He will be muted if he spams and tolerate a lil bit its doenst even matter as spam mute is there if he spams after the mute time so its called spam :3

3 msgs are not spam. And we have auto spam muter. And just as Devil said If he keep on spamming after mute time then that's considered as spam.
