it might be at the place where you ambush the cops near that garage. i remember doing this one in vice memory and i think the pickup was there.

And the thing you are stating, no, it's fine dialogues with confirmed location. The place where you went first is where they setup timer.

The timer might start at the garage, but the game asks us to find the location in which the line is said. As I've shown in the clip I added, the line is scripted to always be said when we enter the mall, not the garage. Tommy and Lance say a different set of lines in the garage.
