DuDe, calling someone noob isn't abusing even it's also not insulting if he keep abuse you like MF , B*itch , F**ker so it would be able to make report.

You're not allowed to insult other players frequently. Insulting someone includes calling players by offensive names and/or swearing at them. It is also not permitted to insult someones religion or culture. If a player is caught insulting another player frequently, he/she should be punished with a warning, kick or temp-ban depending on the circumstances. In 0.4 /mute is recommended as a first punishment.

this is the insult rule. he is not swearing or calling you by offensive names. noob is not an insult. report denied.
