I suggested the last time to make a mapper able to re-size objects but it seemed to be impossible.
but what about only textures? can't they get re-sized?

According to vcmp functions I think there is no possible way to resize almost anything in vcmp. We can remove objects from the real vcmp or add our custom objects/textures.

Well I don't think it is possible. I can try in client side but it requires atleast rel004.

So Server side, means within server if an object could be resized? and client side means one player's GUI?

As i know it, client-side can be used to resize/upgrade the existing GUI/HUD. And to create new ones. It can not be used to do much then creating things on the screen GUI.
