right click VCMP Browser then "Open File Locaiton" tell then go to 04rel003 folder and check if the libpng15.dll exists or no.

1.Is libpng15.dll in the dll files website?
cuz if yes you can download it from there[only if it is missing]
2.if that doesn't work check if your antivirus software is blocking it.

libpng15.dll is in rel003 file, you either remove it and reinstall it through the browser or use the link I gave you. Peace.
