I assume you mean how to get the url of a picture that is a website (like this one or google). It's very simple you just press the right click with your mouse and select copy picture address or something like that.

If you're trying to get the URL of a picture you got on your computer, you first need to upload it to a website to get a URL. You can upload a picture to this forum (to get the URL) by pressing the host image button that can be found below "post title" when you write a new reply or a topic.
