What did he do? Describe please:the reason i uploaded,the video from start so no one have to say that he had spawn protection enabled it's clear hp or f1 hacks and wtf is wrong with his aim

It looks like lag to me because that type of shot isn't even possible with aimlock.

That shot didn't seem normal nor can it be caused by any hacks I know of.

Its a glitch sometimes happen with me too he was entering in a car and he stoped entering the car and start shooting u same like when u punch someone but he is not fallen down in his screen. Or once u reported a guy when he was entering a car but the other player drives car before he enter and u see that player slide walking.

Well, let me explain that glitch so it will hopefully explain how he wasn't damaged. When you press F to enter a vehicle, but abort it before entering the vehicle then your character gets desynced for a small time which is why he shot you even though he was looking somewhere else because in his screen he was facing you while in your screen he was desynced from that glitch and he was looking somewhere else. Just like his aim, his movement was also desynced and he was actually away from your shots which is why he got the chance to turn to you and shoot you in his screen.
