But in that case there are many players whose religion is being insulted and therefore /ignore is not what is to be used, a /mute is to be used and since this is a report then the player should be warned.

They both are in the same category according to the rules, insulting multiple players and insulting multiple players' religion (although it is not specifically mentioned).
