[Denied] Phone system/VCPD/FBI/Emergency contacts

I am suggesting a phone system so players can call eachother. Players can also call emergency contact such as the VCPD, FBI, Hospital, VK Rental Cars, and more
Every player can be assigned a phone number once they have a passport (Luca's suggestion)
And all the members of the systems (VCPD, FBI, VK Rental Cars) can be given a special short number which will be fowarded to them when they are on duty
There could be a command to see player's number like /c cnumber (playername or id)
and they can use /c call (phone number) to call
and the reciever can do /c caccept to accept and /c cdeny to deny the call
Then they can talk using /c csay (message)
Then they can do /c cend to end the call
Emergeny contacts can have short and simple numbers like 911
Players can also mute their phone with /c pmute so they won't recieve any calls
THIS IDEA IS TAKEN FROM NE.Restricted's SERVER

I have told you guys before I hate RP systems that makes something more harder and annoying. Forcing players to use a phone to talk does not benefit them at all, which is why I don't like it. Everyone is used to /msg and it works fine, there is no need to remove that system just to make a more limited system.
