get in VCMP 0.4 Browser >>>> Tools >>> Settings
Choose name and GTA VC offline Directory
Get in /register password
NExt time get in /login password you register

Then, click on internet tab and choose server in which u want to play.
And,
Be ensure that while choosing name in settings , it will be unique one , so that no one can blame you for impersonating.

Here's a more detailed version:
1. Click "Tools > Settings"
2. Then in the 'username' field, type your desired username. Make sure it isn't used! (Here are some good names: Pheonix200, FullZ, FearZ.)
3. Click on 'Internet' or 'Officials' tab. And you'll find a server to play.
4. Each server has it's own unique style. They might use a dialog for register/login instead of command. However in VKs, you can use /register.
5. For security if you want (works in vks server, or may work on others): type '/setautologin off'
