Download VCMP 0.4 client from vcmp website 100% work and install it in default location dont change location of file where to install.
I also had this problem when i did new windows.

REINSTALL WINDOW>.............. MAYBE its WORK
And install all versions of visual C++ redistributable

FROM link it will WORK! before installing windows...do it then install window if nnot works and after installing window install them agaiN......

Well downlaod the VCMP Browser Updated from here:
http://www.moddb.com/mods/vice-city-multiplayer/downloads

After that if it still not work download the 04Rel003 from here:
https://vkserver.forumotion.com/t1175-04rel003-04rel004-download-link

I guess that is giving you an error, http://u04.maxorator.com is having some error in download the updates, i have tried it on other pc.

If it did not worked or not, tell me.
