Here is a fix if you are facing any issues while trying to join server maybe after a fresh windows install or if you face any common errors like '"Version used by server is not installed and failed to install.''
Click on settings under 'Tools' tab and replace http://u04.maxorator.com with http://u04.thijn.ovh
Or you may download and extract files in given link below to " %LocalAppData%/Vice City Multiplayer ".

NE.CrystalBlue i extracted those files to my VC folder where i lastly extracted 04rel002 files but it's showing the same problem

Nope , there is a folder "04rel003_0" and a folder "04rel003_1"
