You need to post evidence, words can't be enough. Maybe a screenshot of him in wall-glitch mode with a chatlog that shows that he killed someone?

What if the culprit was just trying to see the beautiful nature of GTA VC with so many players roaming like biches? Maybe he wasn't doing it to kill, but to watch them peacefully. We should actually add /spec for everyone and then I can ban them without the killing record, since they could spectate them.

That's exactly what I meant. Maybe he was not shooting, just aiming to see what they're doing?
Maybe he suspected someone of hacking and was seeing him from a safe distance? I need proof that he was wall-glitching to kill someone in order to take action against him.
