Spawn killing (CPE): Killing another player the first 1-5 seconds on his/her normal spawning position is disallowed. Anyone who breaks this rule frequently should be punished with a warning, a kick, stat reset or a ban.

It clearly said, it up to owner, if owner allows you to spawn kill in his prop you can.

I want to make some things clear here on this report since you didn't get what i said in a short description and we want direct answers to those so i request everyone to stop making replies which aren't helpful here.
First of all if Syndicate has warned him does he have any proof that the owner hasn't allowed it? If yes he may post it here. (Proof as in a screenshot or the prop owner himself)
Second if Viper was allowed to do it did he get the permission? If yes provide the evidence as i listed above.

To be honest, the added current rule about C-props is confusing for me. It makes 2 sense.
What i say about this rule since it was added is: Players allowed to spawnkill in c-props and it is upto the owner to kick spawnkiller or not. (i mean no need of admin here).
What others say about this rule is: An admin can warn a player if he spawnkills in a customprop without the permission of the owner and vice-versa.
I would request to kindly make this rule clear and update it.
OR
Just completely disallow it or allow it.

It is permitted, Viper knows this since I've been spawnkilling him all the time in my prop.

The current rule is not confusing. It clearly means the spawnkilling thingy depends on the prop owners. Let's Deny this report for now. Viper, we're very Sorry for the inconvenience caused. Syndicate being an admin didn't do it intentionally as he was not confirmed if spawnkilling was allowed in my prop.

The report still makes sense. Read the rule and you can see this line:- [b]on his/her normal spawning position" so, yes, spawnkilling in CP is allowed as it's not the normal spawn position of a player.

This report is the reason why we revised the spawn killing rule. Syndicate can't possibly know if the owner allows spawn killing or not and he can't know if the owner changes his mind later on.

Note:
Spawnkilling is now not allowed at all anymore. Someone that spawn kills once should be verbally warn, someone who is spawn killing on purpose or doing it frequently should be punished.
