Server Patch 3.1

Note: This is a minor patch and not as big as patch 3.0. With that in mind I did add a lot of cool things though.

Patch 3.1

General

New things
- You can now create up to 10 vehicles in any model and color you want. You can also park it anywhere in your custom property. If you're an owner of a custom property you can create up 10 vehicles. They can be brought outside the property world by the owner only with /getpropcar. Why can't shared owners do that? Well there is no to script that so that the VC-MP vehicle limit isn't reached.
- You can now have to use the command /selectweapons or something to select weapons for your duel. You can select 1 weapon, 3 weapons or allow the usage of /wep by using the word all.
- A toplist and improved statistic system has been added. There are now toplists in the shooting range, taxi's, races and stunts that are saved in the database. In death arena's there are also temp score boards for keeping track of who is in the lead.
- 3 new teams: Super heroes (Batman, Iron man), Team beach (over 20 skins to select from, some of you might remember this team from 0.3) and team military.
- New skins in menu's have been added everywhere so we almost cover every skin in VC-MP.
- Custom skins: Batman, Avery (Found in the vercetti skin menu), Iron man, Mitch baker (Biker guy) and Victor Vance (Lance brother)
- A cat and mouse minigame has been added /catmouse.
- 3 New car races by Luckshya has been added + 5 new bike races by angel. /race updated to 1-15.
- There is now a map icon at the shooting range for some reason.
- Credits and info has been updated.

Improvements
- Clan commands can now be used by a level 8 admin or higher so it will be easier for people to get help with their clans from admins.
- The register system now registers everyone in the database, but you still need to do /register to set a password for your account so no one can steal it. But this will definitely let the noobs do much more and at the same time help admins to find hackers that doesn't register.
- 7 new duel arena's have been added.
- Cash rewards for shooting range increased.
- Added at least 10-15 new taxi dialogues.
- 200 object limit for custom properties (it was previously 100)
- A new type of ping kicker added that will be removed if it's too annoying for the players.

Bug fixes
- I did my best to decrease the race bugs.
- The duel bugs should now be fixed.
- I did some minor improvements to the spectate system. More next patch hopefully.
- Setpassword is now fixed. Hopefully.
- The mansion gate bug and objects disappearing should be yet again fixed unless I missed something.
- Sellcar has been updated so admins can sell vehicles without any bugs.
- You can no longer spawn without being logged in.
- Fixed /lockprop and it should now work like before.
- Police sirens now turn off if you destroy the vehicle.
- Radaroff is no longer possible unless the minigame wants it.
- The admindoor is back.
- You can no longer spawn without being logged in.

Commands
- New custom prop vehicle commands: setpropvehpos, setpropvehmodel, setpropvehcolor, buypropveh, getpropcar-
- New commands: /ignore (You can decide to not see messages from 1 player), /unignore (removes it), randomloc (teleports to a random location created by you guys), /talk a RP like function for speaking with people that are close to you, catmouse (challenge someone to a game of cat and mouse).
- New admin commands: /serverinfo (displays vehicle and object count on the server), /setnogoto (for helping noobs to set their nogoto on or off), canattack (sets whether a player can attack or not).
