I think you're making the right call by keeping the application open, because the applicant has not broken any rules. But since this guy hasn't been on the forum for like 4 days and because he applied on the first day playing on the server, I can see (speaking out of experience) that he wont come back.
The other applicants however is still active, so keeping them open was good.
