Na..na.. That's not how it is. The system is good. It's depends on picture's resulation and your screen's resulation. You can hold Lctrl and scroll down then the size will get low and the picture will be on it's correct spot. About the default size how it's works that's you guys problem. You guys sometimes choose a big picture which is not acceptable for Profile pic. Be aware of that.

easy solution
download "rightclick image converter" and change the size of image pixels from "whatever" to "150x150" or "160x160" .

this forum system has three type of profile avatering.
first is upload image to forum host by a URL and that is recommended because it has a auto-resizer but not recommended for gifs
second is using the image purely from existing image on and not resize them and that is used for gifs
and the third is upload from PC.
