Not sure if that's some sort of mod or something. I don't think NPCs are supported in 0.4. May I ask you how you got that link? The video has 10 views or something and is hidden?

If he made 0.4, I find that hard to believe. But anyways, I think VC-MP should've had bots as their top priority. Having bots on a server, would make it a hell of a lot more enjoyable to play on especially when a server is empty.
