It counts as scamming since Coca gave the cash in the condition of getting the specific bike he said, King should've either given that bike to him or if Coca agreed to the PCJ which he didn't agree. The money should be returned to Coca, I'm requesting King to send him his cash back to avoid further punishment.

@"KuRiMi^" I'm requesting you to re read the rules because I don't like overturning decisions on reports and players should be able to trust you with handling reports.

That is 500k, not 5m. Did he tell you that he can't buy the bike for you and you must unlock before or after you you sent the money?
