The zone is accessible from the first world in VK. I have in fact found it's precise location. If he used wall hacks then he could easily access from there and punch or shoot anyone. But he didn't shoot anyone, rather preferred to punch so this could just be a bug.

/gotoloc chillplace and you will find it in the normal World. It's in every World. But zone is only in world 3.
