I didn't install any kind of Mods and i delete vice city multiplayer and vice city i have not a setup to re-install i think i need to download i am right?

This only occurs, by the following things:
- You have mods
- Your vice city game is corrupted
- gta-vc.exe is corrupted or modified to a bad condition
- Your graphics card is bad, and cannot handle it
- Your directX is outdated
Try to do the following:
- Install a clean vanilla game or uninstall mods
- Try to downgrade your gta-vc.exe to 1.0 if possible
- Update your graphics card
- Update your directX
Here are a few links for the following things i mentioned:
- As piracy is not allowed, i'm giving you links to buy the game:
1. http://bit.ly/1IFSm5J
2. http://amzn.to/2keIzPu
- Piracy applies to this point as well, please download the exe by yourself.
- You can download this product from the following link, but you can purchase premium for good features, the free one doesn't support that alot. (http://www.iobit.com/en/driver-booster.php)
- DirectX Update/Download (original & safe)
- You have mods
