Mate use vc 1.0 instead of 1.1. You can download vc 1.0 from here: https://www.gtaall.com/gta-vice-city/programs/13259-gta-vcexe-v100.html
1. Copy it
2. Goto your vc directory
3. Paste it.
4. Now try to connect

I think you've add San Andreas gta_sa.exe file as your GTA VC directory try to add Vice City gta-vc.exe.
And I am sure it will work.

I saw that it's a cleo error, so basically delete all your game mods and cleo stuff.

I guess you installed GTA SA cleo into Vice City lol.

Try a clean vice city game and play again.
