I'm still not confirmed that its hack because you wasn't able to knock him down even he use speed hacks, its not a anti-knock.

Whatever the f*ck it is, He got knocked down, shot him twice with stubby and he didn't lose hp, his ping + fps was normal. he either used quick pause or some program but either way that is rulebreak because his hp remained constant.

i don't see anything rare here, just like lag, you can see how he warping, you shoot him so near, it happens sometimes, you should remember it's not EC Server we not ban without enought proofs.

sry for posting.... just want to say that if u guys are confused for that is it lag or hack so check the logs of 5K because he saying that he check it and that is the proof of his lag if he wont lag so its hack just a suggestion.
