Its a trick aka glitch.
We can't take headshot of these players while they are doing it.
As rule says "You are not allowed to use glitches that give you advantage in combat".
Warn will be enough for now.

Firts, don`t speak by your friends, they can defend theirselves.
Second, if you don`t have any good argument to help your friends and just that kind of shitty things (sorry for bad words) stay far of this topics about your friends...

About the report:

This one is just another exploit to evade headshoot as it was said it.
