That's a speed hack using cheat engine that's clear and for the lag you can notice that at a close distance but at a long distance you'll see the lagger playing normally but it was clear that he was speedhacking.

Next time use a proper format and convince us to un-ban you, ordering us to unban you after you have hacked might make us deny your application for an extended period of time.
