Voting for(MAX 1): Cuban.
Reason: It's a little unfair to say that the vercetti gang is the best gang just because they got Tommy. Tommy is obviously the most powerful man. But his gang itself is not very cool or powerful by themselves. It's tommy that makes them that way.

Cuban's gang overall is my vote because they look cool with or without their leader.
