Players will have the bottom ann which has bars like this
Fuel [lllll] Engine [lllll]
When fuel finishes, Car cant move and when engine heat increases to 5 then the engine will be on fire and doing /c engineoff will make the cars engine heat decrease and not let players drive it and going to the petrol station will make money less and fuel more

It is 100 % possible, but the thing is that I want a roleplay server that is not making players do things. I don't want things like if do not eat you die, if you do not re-fuel your car wont work and if do not sleep you will feel tired. Remember that players that don't want to roleplay should be able to play as they always do in DM servers.

maybe make a cmd like /c roleplay [on/off]

I am right now scripting the roleplay system. The first big system is finished. I got ideas for 2 other big systems. I will announce this later.

But looking through your suggestion this is not something I had in mind for any of my systems. Suggestion denied. But thank you for suggesting this.
