As per the rules an admin can sell a world 1 car if their owner is afk for 30 or 30+ days.So,I think these cars are for sale.

One thing you've did wrong is you've checked last join of 'Panda' while the owner is 'Panda_'

Hey the taxi can't be sold, however the Angel bike has now been sold. I didn't see it originally, since I only saw the screenshot.

If the player is playing after 30 or 30+ days did he want to buy it again or can he get  refund for the vehicle .

If your vehicle gets sold you will get your money back automatically. You can buy the vehicle again if it is still unowned.
