I just put together some stats for the zone vehicles like max speed, weight and acceleration.

Acceleration is the answer.
Acceleration is the amount of time which makes the vehicle reach it's full speed.

When you see Both BF-400's and Autrach's XMLs, you'll see that BF's Acceleration is 100. which makes it take longer to reach it's maximum speed.
But Autrach's is 50. so it reach it's Maximum Speed in lower time than the BF. (Half of the time)
