only the owner (government account) and maximum of 2 shared owners (the ones whom the car is shared) can bring this vehicle OUTSIDE the property. You are only shared to property not vehicle. Hope it clears.

As someone pointed out you have to share the government prop vehicles with yourself. It's possible to do it another way, because there is no information that is saved that you are the one who created the government prop. You're just a level 4 that is shared to it. Solved I guess.
You can reply to suggestions as much as you want. These are not administrative topics, they are for helping the scripter. Any useful replies are appreciated.
