Well, I'll give you the basics:
You must be well mannered & have at least an understandable English. Also having the ability and the needed skills for managing an event. Activity is important as well, and you should have a clean history.
If you've been recently banned it would be impossible for you to get accepted until you redeem yourself.
The rest is up to you.

not only those requirements as Mason said
You need a little editing skills ( at least know all the pickup types ( go tho /cmd 4 5 6 7 ), knowledge about VCMP's bug, glitches to prevent player bypass your event and the creation in every event ( not only those old events like regular LMS, race )

I guess the most important things in being event staff (I am talking in general not about any one) .
Being mature
Stop acting like a kid
As MaSoN said you have to be active and work on your English to make it at least understandable
And one more important thing having edit skills that you can edit your events.

It is very easy to add in event staff make friends all event staff members and send app the app will be accepted.Don't worry the app will accepted in 1week.
