As we saw NSK being rotten and fading away we decided that the NSK clan will be reformed and brought back by Royal Federation and will be mostly controlled by the management of RF but with its original founder mainly controlling the clan while being with RF at the same time - Beast Boy. The RF leaders have control of the two clans. RF is not closed by the way. The difference? The NSK will have a independent leader fully in-charge so it gives a bit of changed atmosphere and the clan will still be continued.

RF brought back NSK. So RF is not NSK but the RF owns it as a separate clan.

That's right because in NSK you will be added if you have skills or you don't have skills but in RF you will be added if you have skills.
