you can only shoot him when you see that ann that says: SHOOT him now.
you shot him before that ann happened and you lost.

"shoot him now" if that messages comes up you should shoot him at about the same time as the message. logic shot him like 1 or 2 seconds earlier than that message.

You are doing it wrong.It's not a bug,you have to shoot him when your player says "freeze it's the police" , i just did it right now to show you that it's not a bug.You just need to focus and shoot at correct time.Watch video and do it the way i did it

Enter the pizza restaurant first and go outside of it when it comes "Shoot him now" shoot him suddenly with the shotgun when you go outside keep check that you are not away from the entarance.

For now try shooting him before the message appears. Watch wild's video and shot at the exact same second as he does.
I will look into making it easier for next patch. Wild shoots him right when the Freeze it's the police message appears.
