I'm afraid I can't issue a punishment to WilD_HunTeR because we need to determine if both of you were in combat. Please upload the full video to confirm it otherwise I'll have to deny the report. Sure, his HP was low however it isn't convincing yet.

Well, let's goes straight to the point, poo told me that you've death evade before via /q then I left my DM and starting spectating both of your duel after I'm done spectating then again poo send me message that you've death evade I witnessed you in the server dueling him so based on my in game activity I believed you death evaded and based on poo video it looks like an evade

Based from this evidence, it proves that WilD_HunTeR was in combat and yet death evaded during in it. As a result, he'll be punished as a death evader by a warning.
