Well, it differs from each clan. Each clan has it's own requirements. However, I believe both are important. The essay/application gives the first impression of the applicant. If you provide a decent application, it kinda describes your personality.

I write essays because I like to, and because it pleases Abdo. Though as Umar said, the requirements differ for each clan. You don't really need good English in some clans, while in others it's a must. You really need both skills to be a good candidate for any clan.

On a serious note, this is very subjective. Some clans may prefer behaviour/application/intelect over skills and vice versa. This is the reason there are more then one of these.
If the clan you're trying to join prefers the application and work you put into over your skills then maybe that clan is not for you and you should try joining some other clan which matches your personal preferences.
In the end you should always join clans based on satisfaction, stats are not all what matters. You should join a clan which can actually ACCEPT you, making yourself happy is what its all about in the end.
